This is a new/unopened 3 pack of Vintage Stedman Briefs.
They appear to be high waist briefs based on the picture.
The elastic bands may have some yellowing? I am not sure if that was possibly the natural color of the elastic or if it has yellowed with age.
Mens size 36
They are most likely mid/late 1960's to early 1980's as they are pre-barcode and the Stedfast Fabric was trademarked in 1966.
